The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to TECAN, US for a Fluent 1080 Workstation. To process COVID19 samples, we need to increase accuracy, throughput and reduce time, which calls for an automation instrument with high capacity and high quality. We have done extensive market research on automation instrument models by the leading manufacturers. The other products are lacking features needed and cannot be modified to meet our needs. For example, the robotic gripper need to have access to the edges (side, front and rear) of the system to allow optimal device integration and minimize occupation of the liquid handling area; the system must be able to transfer volumes down to 200nl and each tip must be able to dispense a different volume at the same time; the system must be able to accommodate up to 6 plates in the bench top depth of the instrument, and etc. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within four (4) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
