The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to The American National Red Cross for research survey results and services from the nationally based blood donor pool of the American Red Cross for the purpose of informing on critical SARS-CoV2 activities. The American Red Cross has exclusive licensing agreements/proprietary data and is the only entity that has a national based blood donor pool with the requisite blood donor size from which CDC can acquire survey responses that will provide a statistically reliable case control study on anti-spike positive and negative donors to characterize risk factors for SARS-CoV-2 seropositivity. ARC’s national blood donor pool provides the nationally required proprietary data from which CDC can track changes in risk mitigation behaviors over time. All segments of the American workforce are represented in the ARC blood donor pool, which will provide the critical information required for CDC to study and describe occupational risk factors for SARS-CoV-2 and characterization of the most affected industries and occupations. Lastly, the ARC has proven experience in the administration of scientifically valid blood donor surveys and can immediately update its existing and any prospective surveys to include the survey questions that CDC requires for this study. The ARC survey results are urgently needed for CDC to meet its mission of reducing transmission and identifying mitigation strategies to deploy in the United States to protect the public health of Americans nationwide from SARS-CoV-2. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
