The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Imperial College London, UK. The purpose of the project is to provide estimates of the global, regional, and national level variation in the diabetes treatment cascade for 2000 through 2020, including estimates of diabetes prevalence, diagnosis, treatment, and glycemic control. Secondary aims will examine how the diabetes treatment cascade varies according to country-level income and key demographic factors, and how it has changed over time. This project will use the NCD-RisC data system as a platform for the analyses. Funding will support the following: An update of the diabetes, glucose, and cascade elements through 2021. Data management and programming to develop standardized definitions for diagnosis, treatment, and control for all regions of the world. Conduct descriptive analysis of current levels of, and recent changes in diagnosis, treatment, and control for all regions of the world. Development of two major publications for submission to peer-reviewed journals. The team at Imperial College London is the only one maintaining the NCD-RisC database on major non-communicable disease (NCD) risk factors, collected by an international consortium of researchers and practitioners from populationrepresentative health surveys and cohorts. NCD-RisC is the world’s most comprehensive data system of core chronic disease risk factors, specific information on levels and trends in glucose, lipids, blood pressure, and obesity. It follows rigorous inclusion and exclusion criteria to ensure that the data are representative of the general population at the national sub-national level. Having established trends in diabetes prevalence and its accompanying risk factors, it is the world’s most comprehensive data system of core chronic disease risk factors, specific information on levels and trends in glucose, lipids, blood pressure, and obesity. Of the full sample of over 2,500 studies, about 40% are representative of national populations, about 20% representative of sub-national populations, and about 40% are communitybased. Just over half of the surveys come from low- and middle-income countries. For each data source, NCD-RisC includes information about the study population, sampling approach and measurement methods through regular contacts with collaborators as well as by WHO country and regional offices. The outputs will provide policy makers worldwide, including ministries of health, WHO, PAHO, and CDC with essential data to prioritize populations and interventions to reduce the burden of diabetes. A contract directly with the Imperial College London is at this time the only mechanism that allows access to the aggregated data from NCD-RisC . This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
