The Avalanche sampler is designed to collect composite samples from wastewater effluent piping located in manholes. This sampler can be configured to collect samples as a function of measured wastewater flow rates over a 24-h time period, and refrigerate these samples during the collection period. Other comparable samplers are not refrigerated and do not readily provide flow measurements. This sampler also is unique in its ability to collect samples from a range of wastewater pipe sizes, and can be operated using an AC power supply or by a 12-volt battery if AC power is not accessible. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS; however, all responses received within five (5) days of the issuance of this notice will be reviewed by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
