The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Cambridge Computer Services for the purchase of Starfish software. The Starfish software is an LINUX based COTS software package providing lifecycle data management and reporting tools which supports HPC, business management, genomics, and life science workflows. It is purpose built to easily handle genomic data from next generation sequencing instruments and their associated data analysis files. Starfish provides custom metadata tagging from file content of scientific sequence data formats such as sam, bam, fastq, fasta. Starfish can archive to internal data warehouses as well as Amazon S3, Glacier and Microsoft Azure and provides data visualization tools to allow the end user to easily take advantage of the archive functionality. This procurement is for renewal of licenses and support of the Starfish Software package. The licenses and support for the product can only be delivered by the maker of the software, the Starfish Storage Corporation and Cambridge Computer Services is the sole vendor for US Federal Government. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP), FAR subpart 13.5 and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within fifteen(15) days of the issuance of this notice will be reviewed by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
