The Centers for Disease Control and Prevention (CDC), Asset Management Services Office (AMSO), Leased Property Management Services (LPMS), intends to award a sole source contract to All Systems, Inc., 2630 Business Drive, Cumming, GA 30040-4878, for the preventative maintenance, alteration or repair of HVAC units on property leased by the CDC. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 238220, Heating, ventilation, and air-conditioning (HVAC) contractors. The acquisition is for a HVAC Maintenance of all HVAC systems located in the Atlanta Leased Property locations. These include University Park and Corporate Square campuses. The leased space stand-a-lone HVAC equipment requires a preventive maintenance, and repair contract. As the owner, Boyd Columbia, LLC (District of Chamblee) and Government Properties Income Trust (Corporate Square) requires that repairs, maintenance, or alteration be performed by All Systems, Inc. because they are the contractor responsible for the installation of the units. As the owner of these leased properties, the lessor has the final say in which HVAC contractors are acceptable and therefore, All Systems Inc., is the sole source for this requirement. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to All Systems, Inc. Responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide these services to Mike Davis VIA EMAIL ONLY at VWL8@CDC.GOV with the solicitation number 51103 referenced in the subject line NO LATER THAN December 10, 2020. The Contracting Officer will not respond to phone calls or verbal requests. ALL REQUESTS MUST BE IN WRITING. A determination by the Government not to compete this proposed action are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
