The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to E-Control Systems, Inc. for the purchase of phase III E-Controls Wireless Temperature Monitoring Hard and Installation for non-CO2 incubators, additional room temperature and humidity monitors. E-Control Systems, Inc. is the only vendor that supplies wireless sensors for all applications needed, including mid-grade temperature for incubators, refrigerators and freezers, ultra-low temperature (ULT) sensors for ULT freezers, and waterproofed water bath temperature sensors. They also supply NIST sensors, which are required for many of the activities related to CDC’s Quality Management System (QMS) for Infectious Diseases Laboratories. QMS establishes a culture of quality by defining quality standards and responsibilities of laboratory staff, management, and leadership; it is applicable to all CDC ID Laboratories. The E-Control Systems, Inc. system is currently linked to and compatible with the CDC laboratory’s existing network and does not require additional software. Compatibility with the Laboratory’s system is critical for successful operation. Finally, this system has been in place since 2018 and is currently effectively used in our CDC Laboratory equipment. It has been vetted and is compliant with CDC IT security, which is required before implementation in the Laboratory. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within five (5) days of the issuance of this notice will be reviewed by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
