The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to QIAGEN for the purchase of a Qiacube connect system. There is an urgent need for the Qiacube Connect to be used for the RNA/DNA extraction of sewage samples as part of our national sewage surveillance program. The Qiacube will automatically extract DNA and RNA from these samples, which will increase productivity of laboratory staff. No other vendors met the criteria as Qiagen is the sole proprietor of the Qiacube connect system. The COVID-19 outbreak is currently an emergency response. The Environmental lab team is designing a new laboratory specifically for the processing of sewage samples that may contain SARS-CoV-2, the virus that causes COVID-19. The program will use sewage samples collected across the United States to estimate the level of COVID-19 spread within a community by relative concentrations of SARS-CoV-2 in sewage. The Qiacube is compatible with the AllPrep PowerViral DNA/RNA kit, which is the most applicable extraction kit for viruses in sewage and environmental samples. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS; however, all responses received within four (4) days of the issuance of this notice will be reviewed by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
