Order No. 200-2019-F-06104 NAICS 541611 Support – Professional - Other Pursuant to FAR 8.405-6(a)(1)(i)(B)) Only one source is capable of providing the supplies or services required at the level or quality required because thesupplies or services are unique or highly specialized; it has been determined that this vendor possesses the ongoing project management, technical monitoring, evaluation of business management services, and tools for necessary additional support on an agency-wide cooperative agreement; therefore, award of a Time and Materials modification to the contract is being contemplated in accordance with FAR 16 and applicable subpart 16.601. The Centers for Disease Control and Prevention (CDC) contemplates issuing a modification to the existing contract with Guidehouse, LLP of McLean, VA. Under the current contract, Guidehouse, LLP provides support and expertise in the areas of financial management, process analysis and improvement, project management, internal controls, data analysis and reporting. These functions will enhance the Center’s capacity to conduct budgeting, financial management, and process improvement activities. This modification will add support for the current period of performance, in addition to the 12 months in the option year period of performance in order to support the Division of Laboratory Sciences (DLS) in clarifying roles and responsibilities with regards to tasks associated with this CoAg and future NOFO processes; develop a technical monitoring tool that will facilitate the annual reporting requirement, inform whether targets were met, and include a budget management component (this feeds off #1); inform DLS on best practices regarding whether APHL and technical monitors can/should enter information into the SharePoint site that is being developed by IRU; evaluate the business management piece of the CoAg and help DLS identify lessons learned from the past five years. The anticipated date of award is July 22, 2020. The notice of intent is not a request for quotations.
