The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Government Scientific Service, Inc. for Bruker tims TOF Mass Spectrometer. The proposed contractor, Bruker Scientific, is the only vendor with this type of mass spectrometer on the market. This instrument is the only instrument which is capable of the Parallel Accumulation Serial Fragmentation (PASEF) functionality given the instrument unique capabilities including a near 100% duty cycle and an effective scan rate of greater than 100 Hz in PASEF mode. PASEF is a patented technique by Bruker and no other manufacturer has been licensed to use it. In addition, the nanoBooster ESI source is unique to Bruker and boosts the instrument’s sensitivity and robustness in nano and capillary flow applications. The non-PASEF scan rate (50 Hz in MS and MS/MS modes) is industry leading and the dynamic range (4 orders of magnitude) is also industry leading. There are other instruments with timed ion mass selection features but they do not have the PASEF mode or more advanced controls such as control of the ramp time in the TIMS analyzer or control of the accumulation time in the TIMS analyzer. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within Fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
