The Centers for Disease Control and Prevention, OCOO/OCIO, 1600 Clifton Rd. NE, Atlanta, GA, 30329, hereby announces its intent to issue a sole source contract in accordance with FAR 13.106-1(b)(1) to RTI International, Inc., 3040 Cornwallis Road Research Triangle Park, NC 27709, for SUDAAN Statistical Software Analysis Licenses. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 13.106-1(b)(1), "Other" The Information Technology Services Office has a requirement to acquire SUDAAN Statistical Software Licenses. This application is required to aid in CDC’s analysis of c omplex sample surveys, randomized experiments, and epidemiological studies. The modeling software allows for CDC to include both linear and multinomial-logistic models and to allow for a procedure for fitting proportional hazards regression models for time-to-event data. CDC has been using the software for years and has developed numerous studies and surveys that rely on the use of this software. Transitioning to an alternative product would prove costly, both in a financial and labor hour sense. RTI is the only source for this software as they are the developer maintaining sole control of distribution. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 7 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 7 days, negotiations will be conducted with RTI International, Inc., as the only source and a contract will be issued without any additional notices being posted.
