The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to Deloitte Consulting to continue services previously supported under the HHS ReImagine contract for a series of transformation initiatives to transform management and program operations in order to drive innovation and improve efficiency and effectiveness of the centers business services; rethink, realign, and reskill the workforce; and enhance program delivery through several transformational initiatives. In 2017, the Department of Health and Human Services (HHS) implemented an initiative to “reimagine its vision for the future and find ways to improve its services, systems, workforce and configuration to enhance the health and wellbeing of Americans”. In 2018, NCIRD initiated a five (5) year assisted acquisition Interagency Agreement (IAA) with HHS facilitated by the HHS Program Support Center (PSC), to transform management and program operations in order to drive innovation and improve efficiency and effectiveness of the centers business services; rethink, realign, and reskill the workforce; and enhance program delivery through several transformational initiatives. The purpose of this contract is to continue those services. It is imperative that the incumbent, Deloitte Consulting, LLC continue supporting this effort. The incumbent is the only vendor capable of doing so without disrupting the continuity of operations and decreasing NCIRDs ability to respond to agency requirements, including agency emergency response efforts. Over the last 18 months, Deloitte Consulting, LLC developed four (4) key tools using proprietary methodology: 1. Integrated Planning, Programming, and Budgeting (IPPB) 2. Representative Costing tool 3. Budget Execution Monitoring and Dashboards 4. Ceiling Allocation Tool This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
