The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Rees Scientific for the purchase of a virtual server VOIP dialer and testing. The Viral Special Pathogens Branch currently uses Rees Scientific for its critical monitoring in their High Containment laboratories (Levels 3 and 4). The new Quality Management requirement at CDC for the monitoring of equipment in the Level 2 laboratories must be integrated with the existing proprietary Rees monitoring system; Rees Scientific Corporation is the only manufacturer that can supply the integrated requirement, which is required for this facility. Rees Scientific is the sole source vendor for the manufacture, sales and service of Rees Scientific products and is the only provider of installation, service and maintenance to the proprietary software used on the system. Rees Scientific’s authorized service technicians must be utilized in the service/maintenance of this equipment in order for the system to be covered under the manufacturer’s warranty. This includes access codes necessary to make adjustments to the software in order to ensure proper system functioning. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS; however, all responses received within five (5) days of the issuance of this notice will be reviewed by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
