Amendment 3. This amendment revises Questions and Responses and the RFP. General Comment: PWS-scenarios: Unless something is specifically defined in the scenario, offerors are to propose according to their approach to accomplish the scenario. ______________________________________________________________________________________ Amendment 2. This amendment revises pages 73 and pages 89-102 of the RFP (amended RFP Attached). In addition, SAMHSA IDIQ QA response questions 20 and 94 are revised to read as follows: Question 20. Response is revised to read: In section L.2, it states that Letters of Commitment are required for consultants and contingent personnel. In evaluation criteria, it states that Letter of Commitment/Statements of Availability are required for all personnel. Please clarify for which personnel Letters of Commitment are required? SAMHSA RESPONSE: Statement of availability/letters of commitment are required for all subcontractors, consultants, and prospective new staff hires. Points will be deducted for missing resumes OR statement of availability/letters of commitment for consultants, subcontractors, and prospective new staff hires. Question 94. Response is revised to read: Is it required to submit resumes for non-key personnel from subcontractors and if so, where should they be placed?
