Pre-Solicitation Notice Title: Substance Abuse and Mental Health Services Administration (SAMHSA) Indefinite Quantity Indefinite Delivery (IDIQ). The Substance Abuse and Mental Health Services Administration (SAMHSA) is seeking contractors for the 2022-2027 SAMHSA IDIQ. The purpose of this announcement is to provide a Presolicitation Notice for the release of Solicitation 283-22-1000. THIS IS A SYNOPSIS. THIS IS NOT A SOLICITATION. The Substance Abuse and Mental Health Services Administration, intends to award multiple Indefinite Quantity Indefinite Delivery (IDIQ) type contracts for the requirement entitled “2022-2027 SAMHSA Indefinite Quantity Indefinite Delivery (IDIQ)”. Each IDIQ will be a five year award. Task Orders will be awarded under each IDIQ contract on a performance-based cost-plus award fee basis. SAMHSA is soliciting proposals from organizations capable of performing one or more of the following project domains: Tasks are anticipated in one or more of the following six (6) domains: Domain I. Feasibility, Pilot, and Evaluation Projects Domain II. Statistical Projects Domain III. Policy Analysis and Program Related Projects Domain IV. Communications, Awareness and Education Projects Domain V. Technical Assistance and Training Projects Domain VI. Planning and Implementation Support and Report Preparation Projects Note: Domains I. thru V. are available for Large and Small Businesses. Domain VI will be set aside for Small Business in the 8(a) Program, HubZone, and Service Disabled Veteran Owned Small Businesses (SDVOSB). Offerors may selectively propose for one or more of the domains. Offerors must submit a proposal only for those domains in which they are highly qualified. The RFP will stipulate what a successful offeror must demonstrate. This is not a Request for Proposal (RFP) and the Government is not committed to award a contract pursuant to this announcement. This advertisement does not commit the Government to award a contract. The RFP will be available on the sam.gov Web page. Prospective offerors are responsible for downloading the RFP and all attachments.
