The purpose of the sources sought synopsis is to gain knowledge of potential qualified sources relative to the North American Industry Classification System (NAICS) code 541990. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. Only certified 8(a) small business sources should respond to this sources sought synopsis. Project Description: The Center for Mental Health Services, the Center for Substance Abuse Prevention and the Office of Tribal Affairs and Policy of the Substance Abuse and Mental Health Services Administration, Department of Health and Human Services, contemplates awarding a one year cost reimbursement contract with four option years entitled “Tribal Training and Technical Assistance Center” Reference No. 280-21-0560. This project is competitive under the 8(a) program under NAICS Code 541990. The purpose of this project is to provide comprehensive broad, focused, and/or intensive training and technical assistance (TTA) to federally-recognized tribes and other American Indian/Alaska Native (AI/AN/) communities, seeking to address and prevent mental and substance use disorders, suicide, and promote mental health. This contract shall use a culturally relevant, evidence-based, holistic approach to support native communities in their self-determination efforts through infrastructure development, capacity building, as well as program planning and implementation. The TTA contract shall specifically provide proactive planning/implementation of substance abuse prevention and mental health programming focused on native children, youth, and their families to: Decrease the impact of risk factors, such as poverty, unemployment, racism and historical trauma that contribute to suicide, family disruption, youth violence including bullying, and high-risk substance use. Increase the protective factors, such as strengthening cultural identity, a sense of family and community connectedness, and communication skills, that are linked to the healthy and safe development of AI/AN children and their families. Through collaboration and coordination with internal and external TTA providers and other native-focused organizations, the contract shall get the best value for limited prevention resources, tailoring the tools necessary to increase community protective factors that can serve to reduce suicide, violence, and substance abuse. The focus of this contract is to address and prevent mental and substance use disorders, suicide, and promote mental health in native communities and families by providing culturally relevant and meaningful TTA that honors tribal culture and ways of life as well as respects and protects government-to-government relations. Native populations have the knowledge, capacity, and strength to address the risk factors that affect their communities. Cultural beliefs and practices provide a foundation for taking action, solving problems, and promoting lasting wellness among tribal communities, families, and youth. By supporting the local vision and solutions, protective factors will be increased. The anticipated period of performance is a base period of 12 months, plus four (4) 12-month option periods. The estimated date for issuance of the RFP is January 15, 2021. Response to this notice shall include company name, address, company DUNS number, point of contact, telephone number, size of business pursuant to North American Industrial Classification Code (NAICS) and MUST respond to the following questions: Is your business a small business under the NAICS code? Does your firm qualify as a small disadvantaged business? If disadvantages, specify if your firm is certified under Section 8(a) of the Small Business Act? Describe your organization’s capability in performing tasks above. Please provide an example of related past experience, within the past three (3) years, demonstrating experience executing the following tasks: a. Provide culturally appropriate and sensitive TTA to native communities across the country, who desire to address substance abuse and mental health, including those seeking to develop Tribal Action Plans (TAPs) under the TLOA/IASA. b. Work with tribal grantees and other TTA contracts that serve tribal grantee and tribal members. c. Work collaboratively with other TTA providers and non-governmental entities to leverage resources and address a variety of different issues affecting tribal communities, families, and youth. d. Assist communities in mobilizing, planning, and implementing community-driven and culturally-tailored evidence-based practices and interventions. e. Increase protective factors linked to the healthy and safe development of AI/AN communities, families, and children. f. Developing materials such as fact sheets, reports, and training tools related to issues related to AI/AN communities. g. Collecting and analyzing data, especially related to the provision of training and technical assistance. This is not a request for proposals and in no way obligates the Government to award any contract.
