Please note the eCPS hyperlink is as follows: https://ecps.nih.gov. ___________________________ The Center for Substance Abuse Prevention, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a one year cost reimbursement contract with four option years entitled Report to Congress on Preventing Underage Drinking Sober Truth on Preventing Underage Drinking Act (STOP Act). This project is Set Aside for Small Business under NAICS Code 541990. This contract continues SAMHSA’s efforts to support the HHS Secretary as required by the STOP Act, and supports the work of the Interagency Coordinating Committee on the Prevention of Underage Drinking (ICCPUD). This contract will produce and update both of these reports specifically in the areas of data, scientific and legal research, policy development, and survey and electronic questionnaire development and maintenance. In developing the report, the Contractor shall be expected to provide workshops/briefings to the federal prevention staff, convene small meetings, support community engagement events, and coordinate work with other expert consultants to fulfill the requirements of the STOP Act. SAMHSA was created in 1992 to work in collaboration with states to improve prevention, treatment, and rehabilitation services for individuals with mental and/or substance use disorders. Its vision is to provide leadership and devote its resources toward helping the nation act on the knowledge that: behavioral health is essential for health, prevention works, treatment is effective and people recover from mental and substance use disorders. SAMHSA’s Center for Substance Abuse Prevention (CSAP) works with federal, state, public, and private organizations to develop comprehensive prevention systems by: Providing national leadership in the development of policies, programs, and services to prevent the onset of illegal drug use, prescription drug misuse and abuse, alcohol misuse and abuse, and underage alcohol and tobacco use; and, Promoting effective substance abuse prevention practices that enable states, communities, and other organizations to apply prevention knowledge in an effective manner. SAMHSA’s Strategic Plan – FY2019-FY2023, Priority 3: Advancing Prevention, Treatment, and Recovery Support Services for Substance Use, sets a goal to reduce the use of tobacco and reduce the misuse of alcohol, the use of illicit drugs, and the misuse of over-the-counter and prescription medications and their effects on the health and well-being of Americans. Among Americans under age 21, alcohol is the most frequently used substance, used more often than tobacco, marijuana, or other illicit drugs. The 2018 National Survey on Drug Use and Health (NSDUH) found that an estimated 9.0 percent of adolescents aged 12-17 were current alcohol users (2.2M adolescents who drank alcohol in the past month). An estimated 55.1 percent of young adults aged 18-25 were current alcohol users (18.8M young adults). While meaningful progress has been made to address underage drinking and related problems since the mid-1980s, underage drinking rates remain unacceptably high. More work remains to be done at all levels of society to sustain a national commitment to reduce underage drinking. To the extent possible, the development of the above mentioned questionnaire and the State Reports will draw on information already available from the National Institute on Alcohol Abuse and Alcoholism’s Alcohol Policy Information System (APIS). The estimated date for issuance of this RFP is February 25, 2020 with proposal responses due March 25, 2020. Project Title: Secretary of Health and Human Services Report to Congress on Preventing Underage Drinking, Sober Truth on Preventing Underage Drinking Act (STOP Act) Project Description: The Center for Substance Abuse Prevention (CSAP), Division of Systems Development’s contracts are designed to develop and disseminate knowledge on evidence-based practices in substance abuse prevention, develop and implement national media campaigns, and other public health resources, support the federal Interagency Coordinating Committee for the Prevention of Underage Drinking (ICCPUD), and produce annual reports to congress as required by legislation. In December 2006, Congress passed the Sober Truth on Preventing Underage Drinking (STOP) Act, Public Law 109-422. It was reauthorized as part of the 21st Century Cures Act in 2016, Public Law 114-255, and is popularly known as the STOP Act. The Act states, “A multi-faceted effort is needed to more successfully address the problem of underage drinking in the United States. A coordinated approach to prevention, intervention, treatment, enforcement, and research is key to making progress. This Act recognizes the need for a focused national effort, and addresses particulars of the federal portion of that effort as well as federal support for state activities.” The STOP Act requires the Secretary of Health and Human Services (HHS) in collaboration with other federal officials enumerated in the Act, to “formally establish and enhance the efforts of the Interagency Coordinating Committee on the Prevention of Underage Drinking (ICCPUD) that began operating in 2004.” The STOP Act calls for the HHS Secretary to provide data and information on the enforcement of drinking laws, federal and state efforts to develop steps to reduce alcohol’s availability to teenagers, current research on underage drinking, and to provide resources for local community efforts. The overall goal of this contract is to provide Congress, the ICCPUD, the HHS Secretary, and the public with current (not historical), detailed, and authoritative information as called for in the STOP Act and to produce and update the Annual Report to Congress on the Prevention and Reduction of Underage Drinking, the State Performance and Best Practices Report, and individual state reports on enforcement activities. Each of these reports will require updates in the areas of data, scientific and legal research, policy development, and the maintenance and implementation of a state survey. Additionally, the Contractor shall be expected to provide workshops/briefings to the federal prevention staff, convene small meetings, support community engagement events, and coordinate work with other expert consultants to fulfill the requirements of the STOP Act. Demonstrate knowledge and experience of evidence-based prevention strategies that are described and called for in: Report to Congress on the Prevention and Reduction of Underage Drinking,(HHS, 2019); Facing Addiction in America: The Surgeon General’s Report on Alcohol, Drugs and Health (HHS, 2016); the Surgeon General’s Call to Action to Prevent and Reduce Underage Drinking (HHS, 2007); the Community Preventive Services Task Force Guide to Community Preventive Services: Preventing Excessive Alcohol Consumption (Community Preventive Services Task Force [CPSTF], 2016); the National Research Council (NRC) and Institute of Medicine (IOM) report Reducing Underage Drinking: A Collective Responsibility (NRC & IOM, 2004); the NIAAA Call to Action: Changing the Culture of Drinking at U.S. Colleges (NIAAA, 2002), and CollegeAIM: College Alcohol Intervention Matrix (NIAAA.) Demonstrate ability to successfully coordinate, deliver and analyze data for the state governor’s survey and provide technical assistance and consultation to states as needed. Demonstrate expert knowledge of the federal coordinated approach to preventing and reducing underage drinking as well as programs and practices as related to SAMHSA’s Strategic Prevention Framework (SPF), capacity building efforts, technical assistance and prevention services. Demonstrate expertise in successful meeting planning, both virtual and face to face, and providing related logistical support (including all travel and accommodations arrangements for speakers and participants. Provide a proven track record of organizational capability to quickly provide authoritative guidance, technical assistance, planning training, and logistical support to the ICCPUD members and community stakeholders serving community based organizations, Tribes, and minority serving higher education colleges and universities. Demonstrate capability to provide error-free, expert technical writing in providing white papers, analytical papers, annual and final reports, accomplishments and outcomes on various topics and projects. Provide a proven track record of organizational capability to quickly assemble expert consultants with highly expert specialized substance abuse programs, and underage drinking prevention subject matters.
