The NIH Clinical Center’s Critical Care Medicine Department, Clinical Epidemiology Section, intends to procure specialized AI and data science support for its two-year Health and Extreme Weather Intramural study, which examines emergency department and hospital overcrowding during extreme heat, mortality effects, and AI/LLM analysis of EMS free-text narratives to identify heat exposure not captured by structured coding. Required support includes technical consultation, data preparation, AI/ML/LLM prototyping and fine-tuning, evaluation design, scalable machine-learning pipelines, and preparation of technical summaries, figures, reports, presentations, and manuscripts. The intended source is the University of Maryland, College Park (UMD), Department of Electrical and Computer Engineering, with performance at UMD in College Park, Maryland. The government plans to leverage UMD’s existing AI/ML effort with the same NIH department and its proximity to NIH for in-person collaboration, and this notice is not a request for competitive proposals although responsible sources may submit capability statements. The period of performance consists of October 15, 2026–October 14, 2027 and October 15, 2027–October 14, 2028.
