The NIH Clinical Center, on behalf of the Department of Transfusion Medicine, intends to make a firm-fixed-price, limited-source award to Rees Scientific for migration of the existing Rees database to new NIH IT servers and upgrade of the Rees application software to a current supported version (Rees Build Version 3.0 Build 2601). Rees Scientific is the sole-source proprietary provider, and the manufacturer requires this migration and upgrade to ensure continued support of the database and software application. The Rees environmental monitoring system supports regulated DTM environments—including room temperature, humidity, refrigerators, and freezers—under 21 CFR and 42 CFR, for patient care, blood product manufacturing, and clinical laboratory diagnostics. Although this is not a request for competitive quotations, responsible sources may submit capability statements and supporting documentation demonstrating their ability and authorization to perform the proprietary Rees services without compromising system functionality, regulatory compliance, warranties, or operational continuity.
