This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Office of the Administration for Strategic Preparedness and Response (ASPR), Center for the Strategic National Stockpile (SNS) intends to award a sole source firm fixed price contract to: Paragon Robotics, LLC 5386 Majestic Parkway, Ste 2 Bedford, OH, 44146-6907 The purpose of this acquisition is to provide the United States Government (USG) with uninterrupted technical support services for the Security Temperature Monitoring System (STMS), from Paragon Robotics, LLC, using a bridge contract while the competitive follow-on contract is being re-competed. The contractor shall continue to provide technical support services to include Wi-Fi connectivity support, 24/7 Help Desk customer support, and Maintenance support and monitoring of deployed systems during the short interim performance period of this bridge contract. Paragon Robotics LLC is the only responsible source capable of providing the required services without causing unacceptable delays or duplication of cost. The agency’s operational infrastructure relies on proprietary systems and software developed and maintained by Paragon Robotics under the existing contract. These systems include specialized monitoring platforms, connectivity solutions, and integrated maintenance protocols that are unique to Paragon’s technology. The services must continue without interruption and any break in the continuity would result in immediate operational degradation and potential public health risks. This notice is for informational and planning purposes and does not constitute a solicitation. This notice of intent is NOT a request for competitive proposals. A determination by the Government not to compete this procurement based upon response(s) to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement must submit in writing their name, address, telephone number, email, UEI/CAGE code, business size, and a statement of capability demonstrating their abilities to meet this requirement. The Government will not be responsible for any costs incurred in responding to this notice. All responses must be received by February 20, 2026, at 12:00 PM Eastern Standard Time.
