Notice of Intent to Sole Source to Terumo BCT for Preventive Maintenance and Service of Cobe 2991 Cell Processors Product Service Code: Jo66 NAICS Code: 811210 Place of Performance: Bethesda, MD 20892 USA This is a Notice of Intent and NOT a request for quotation. No solicitation will be issued, and quotations will not be requested. The National Institutes of Health (NIH) intends to award a firm fixed-price contract on a sole source basis to Terumo BCT, Inc., located at 10810 West Collins Ave, Lakewood, CO 80215-4440, for the preventive maintenance and repair services of two Terumo BCT Cobe 2991 Cell Processors, serial numbers 2888 and 3379. The Department of Transfusion Medicine (DTM) at the NIH Clinical Center relies on these specialized instruments to process (wash) blood products that support treatment of patients participating in research protocols. The contract will ensure compliance with regulatory standards and uninterrupted patient support. The period of performance will include: Base Year: September 12, 2025 - September 11, 2026 Option Year One: September 12, 2026 - September 11, 2027 Option Year Two: September 12 , 2027 - September 11, 2028 Terumo BCT is the sole manufacturer and authorized service provider for the Cobe 2991 Cell Processor. The vendor's exclusive technical knowledge, proprietary parts access, and certified personnel ensure proper maintenance of these devices to protect patient safety and regulatory compliance. No other known vendors can provide the manufacturer-authorized service required for this equipment. This acquisition will be conducted in accordance with FAR 13.106-1(b)(1) - under the Simplified Acquisition Threshold - which permits contracting without full and open competition when only one source is reasonably available. Items/Services Requested: Preventive Maintenance Service Original Equipment Manufacturer (OEM) Repair Services Regulatory and Safety Compliance for Cobe 2991 Devices Due to the critical nature of these devices for patient care, Terumo BCT services are considered "critical" under internal policy and relevant FDA AABB, and CLIA regulatory standards. The NIH Clinical Center has determined that maintaining OEM compliance is essential for operational safety and regulatory adherence. Interested parties may submit capability statements in response to this notice. The Government will review responses solely for determining whether to proceed on a competitive basis. The Government's decision not to compete the requirement is final based on these responses.
