Notice of Intent to Sole Source Title: 2 Ultralow temperature freezers and one (1) centrifuge– Fisher Scientific, Inc. POTS: 25-006003 Product Service Code (PSC): 6640 – Laboratory Equipment and Supplies NAICS Code: 339113 – Surgical Appliance and Supplies Manufacturing (Small Business Size Standard: $34 million average annual receipts) Place of Performance: Bethesda, MD 20892 This is a Notice of Intent, not a request for quotations. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts, on behalf of the The Department of Laboratory Medicine (DLM)), intends to award a sole source, firm-fixed-price contract to Fisher Scientific Company LLC., located in Hanover Park, Illinois 60133, for the purchase Of 2 Ultralow temperature freezers and one (1) centrifuge. This equipment will be used in the new CCE cGMP facilities and support laboratories located in Building 10 on the main NIH campus in Bethesda, MD. The Microbiology Service within the DLM seeks to purchase two Thermo Scientific Revco Ultralow Temperature Freezers and one Sorvall ST4R Centrifuge from Fisher Scientific to replace in-use aged equipment. The purchase of the two ultralow freezers is necessary for replacing aged (>15 years old) equipment and providing additional long-term storage for clinical patient specimens and test reagents. The new centrifuge is to replace onsite equipment that has become faulty. Acquisition of these equipment will also support the expanding testing needs of the Microbiology Service. Fisher Scientific is the sole manufacturer and vendor of the ultralow temperature freezers and centrifuge being requested in this acquisition. Additionally, the equipment being sought meet the needs of the Microbiology Service in that they are equal to or exceed the functionality of current in-use equipment; they fit within the preexisting infrastructure of the DLM; and they would serve to satisfy the storage and testing needs of the Service. Under this authority, for purchases not exceeding the Simplified Acquisition Threshold (SAT), contracting officers may solicit from one source when it is determined that only one source is reasonably available. Per FAR Part 13, this action is exempt from the competition requirements of FAR Part 6. Interested parties may submit capability statements in response to this notice.
