Title Qiagen LLC DNA Isolation Kits Product Service Code: 6550 NAICS Code: 325413 Place of Performance: Bethesda, MD 20892 USA POTS: 25-000010 Description This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) plans to issue a firm fixed-price purchase order to Qiagen LLC located in Germantown Maryland 20874-1415, on a sole source basis. The purpose of this acquisition is to purchase DNA Isolation Kits for the Human Leukocyte Antigen (HLA) Lab. The HLA Laboratory offers both high and low-resolution HLA typing for patients at the NIH Clinical Center, often serving critically ill individuals. These testing kits have been rigorously tested by the HLA Lab to ensure the highest quality DNA samples for downstream testing. This contract will facilitate the shipment of testing kits on an as-needed basis throughout the year, preventing any risk of running out. The quantity of kits procured is anticipated to meet the lab's needs for one year, based on current usage rates. The HLA Lab specifically requires Qiagen DNA isolation kits, as the lab's existing instrumentation is compatible only with these kits. Both the instrumentation and kits have undergone Quality Control testing by the HLA Lab, demonstrating their ability to produce the high-quality DNA necessary for Next Generation Sequencing testing mandated by CC clinicians. Using an inferior product could significantly impact the turnaround time for HLA typing results, potentially delaying lifesaving transplants. There are no known vendors that can provide these specific reagents. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
