Granicus at Carahsoft Cloud Services and Subscription Services NAICS Code: 513210 - Software Publishers Product Service Code: 7A21 - IT and Telecom – Business Application Software (Perpetual License Software) Place of Performance: Bethesda, MD 20892 POTS: 24-011831 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health, Clinical Center, Office of Purchasing and Contracts on behalf of the Office of Communication and Media Relations intends to award a fixed price contract for a one-year period of performance to Granicus at Carahsoft on a sole source basis to provide GovDelivery platform. The National Institutes of Health, Clinical Center’s Office of Communication and Media Relations has a continued requirement for messaging capability currently deployed under the brand name GovDelivery. GovDelivery is an email subscriber list and Granicus at Carahsoft is the only source capable of supplying the GovDelivery platform. Granicus at Carahsoft also provides exclusive GovDelivery platform email marketing and trainings not available from other sources. Office of Communication and Media Relations has built a subscriber list to its current level of 158,953 individual subscribers. However, Granicus at Carahsoft has proprietary only access to 144,992, or 90%, of the subscriber base. This means that Office of Communication and Media Relations reaches an audience 10 times larger with the GovDelivery platform, which enhances communication efforts when recruiting for more than 1,500 clinical trials. Losing these subscribers would be crippling to the Clinical Center’s outreach efforts and a loss of government invested time and resources. Recruitment is of particular concern when 55% of clinical trials are terminated due to challenges in recruiting participants. There is no other solution that can provide all the technical and functional requirements without causing a negative impact to clinical trial recruitment and duplicative costs. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1). For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested Parties: Interested parties capable of providing the same or similar products or services described in this notice may submit a capability statement outlining their capability to perform the described work. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. The determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
