Title Various ACL Top Kits, Reagents and Consumables for the Department of Laboratory Medicine at the NIH Clinical Center Product Service Code: 6550 NAICS Code: 325413 Place of Performance: Bethesda, MD 20892 USA POTS: 24-008624 Description This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) intends to award a firm fixed price purchase order to Werfen USA LLC of Bedford, Massachusetts 01730-2443. The purpose of this acquisition is to procure various ACL Top Kits, Reagents and Consumables from Werfen USA LLC. The ACL Top analyzer provides automated pre-analytical sample-integrity checks, advanced quality and accreditation support and enhanced system security assure quality results and lab efficiency. The instrument uses clotting, chromogenic, and immunological methodologies. The equipment is currently in use within Department of Laboratory Medicine (DLM), Clinical Center. The purpose of this procurement is to obtain kits and reagents used in patient care testing. These are the only supplies that are validated for use in the ACL TOP analyzers the Department of Laboratory Medicine, Hematology Service. These reagents are specific for the existing instruments and are the only reagents that can meet the needs of this patient care testing. The below items are required for this action: *****See attached list of items***** The proposed vendor, Werfen USA LLC is the sole manufacturer of the consumable items to be used with ACL Top analyzer currently used within DPM. There is no other known available vendor that can meet the requirement. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The total dollar value of this requirement shall not exceed the Simplified Acquisition Threshold (SAT), $250,.000.00. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
