Notice of Intent Quezado detector optode bundles Product Service Code: 6032- Fiber Optic Light Sources And Photo Detectors NAICS Code: 334516- Analytical Laboratory Instrument Manufacturing (Small Business Size Standards- 1,250 Average Number of Employees) Place of Performance: Bethesda, MD 20892 USA POTS: 24-008318 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Office of Purchasing and Contracts (OPC) intends to award a firm-fixed price to NIRx Medical Technologies, LLC, Glen Head, NY USA 11545 on a sole source basis for detector optode bundles. The Department of Laboratory Medicine has a requirement for detector optode bundles. These source and detector bundles are necessary to obtain hemodynamic data from a sufficient area of the brain. We currently have two bundles of sources and three bundles of detectors which are insufficient for complete coverage of the regions of interest (somatosensory cortex, motor cortex, etc.). These sources and detectors will be added to our current montage to create a 16 x 16 arrangement for a more complete coverage of our ROI. This is crucial since hemodynamic responses to noxious and innocuous stimulus are one of our two primary endpoint. Line Items: Description Quantity Line Item: 0001 Source drivers for Laser source leads 1 Line Item: 0002 1x Avalanche Photodiode (APD) detector card 1 Line Item: 0003 2-wavelength laser module with 8x source lead connections 1 Line Item: 0004 Bundle of 4 x laser source fibers dual tip; 240cm long 2 Line Item: 0005 Bundle of 4x detector fibers with dual tip; 240cm long 1 The APD detector card and source lead connections are necessary for attaching the additional sources and detectors to the NIRScout X Plus chassis. The source drivers are necessary for powering the sources, which carries near-infrared light from the NIRScout to the optode tips. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
