A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) intends to award a firm fixed price purchase order to Bio-Rad Laboratories Inc. of Hercules, California 94547-1801. The purpose of this acquisition is to procure consumable items for a Bio-Rad QX200 ddPCR machine which is required in the development of cell free DNA. The consumable items are specific for operating Bio-Rad QX200 machine to analyze. cell-free DNA from lung transplants. Approval of the purchase of these plastic wares and oils give better performance of cell-free DNA analysis by providing cost- and time-efficient procedures to analyze lung transplants. Without these consumable items, the same qualities of cell-free DNA data cannot be generated. The Bio-Rad ddPCR consumables are compatible with the Bio-Rad QX200 ddPCR system. The below items are required for this action: The consumable items are included the following items. 1. DG32™ Automated Droplet Generator Cartridges (#1864109) 2. Pipet Tips for the AutoDG System (#1864121) 3. ddPCR™ 96-Well Plates (#12001925) 4. Automated Droplet Generation Oil for Probes (#1864110 5. ddPCR™ Droplet Reader Oil (#1863004) 6. ddPCR Super mix for Probes (#1863024) 7. ddPCR Copy Number Assay (#10031245, #10031242, #10042960, #10042963) The proposed vendor, Bio-Rad Laboratories Inc., is the sole manufacturer of the consumable items to be used with the QX200 ddPCR machine for cell-free DNA analysis of lung transplants. The Bio-Rad ddPCR Single Nucleotide Polymorphism (SNP) Assays are customized for the Droplet Digital™ PCR (ddPCR) using proprietary computational algorithms. There is no other known available vendor that can meet the requirement. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The total dollar value of this requirement shall not exceed the Simplified Acquisition Threshold ( SAT), $250,.000.00.
