A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Office of Purchasing and Contracts (OPC) intends to award a firm-fixed price Metro Medical, Saint Ann, Missouri 63074 on a sole source basis for a Blanketrol III hyper-hypothermia temperature management system. The Department of Perioperative Medicine has a requirement for Blanketrol III hyper-hypothermia temperature management system. This system is used to lower or to raise a patient’s temperature and/or maintain a patient temperature through conductive heat transfer. The system is composed of a heater, compressor, circulating pump, and blankets or pads. The system provides a fast response to core body temperature regulation. The current units are more than 15 years old. There are other companies that have warming devices but not ones that we have found that meet all of the needs and that are compatible with existing supplies used to support surgical cases that use this blanketrol III. Metro Medical Equipment & Supply Inc, is the only authorized distributor of the Blanketrol III/Hypothermia System manufactured by Gentherm. . There is no other known available vendor that can meet the requirement. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
