A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Office of Purchasing and Contracts on behalf of the Department of Perioperative Medicine intends to award a fixed price contract with Hologic 24506 Network Place, Chicago, IL 60673-1245 on a sole source basis for the procurement of a Hologic Coolseal Generator and a Coolseal Reveal used for patient care. Supplies Line item: 0001 Description: COOLSEAL™ GENERATOR Quantity 2 Line Item: 0002 Description: COOLSEAL™ REVEAL (6-Pack) Quantity 2 The Department of Perioperative Medicine has a requirement for quantity two Hologic Coolseal Generators and a Coolseal Reveal packs. The instruments will be used to reduce blood loss during surgeries due to the advanced bipolar radio frequency vessel sealing technology. In addition, the instrument allows the surgeons to gain access to tight spaces for dissection. Hologic Inc. is the original equipment manufacturer of the CoolSeal Generator and is proprietary in nature. Hologic does not have any authorized third-party resellers or distributors of its product. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
