Karl Storz emergency digital flexible cystoscope for the Department of Perioperative Medicine in the NIH Clinical Center (CC) Product Service Code: 6515 NAICS Code: 334516 Place of Performance: Bethesda, MD 20892 POTS: 24-004069 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH) intends to award a firm fixed price contract to Karl Storz Endoscopy-America of El Segundo, California 90245-5017. The purpose of this acquisition is to procure one Karl Storz emergency digital flexible cystoscope for the Urology Surgery Surgeons to use after hours during an emergency. Additionally, a rigid 70deg and 0deg rigid cystoscope is being requested to support rigid cystoscope cases. Currently the department needs the additional scope to support emergency cases. The department within the last year upgraded all its old technology to this new digital technology. This scope helps the surgeon see into the patient’s ureter or bladder when performing cystoscopy surgery and is essential to the success of the procedure. This scope requires a specific camera box. Those boxes are already owned by DPM therefore purchasing any other scope will require the purchase of the camera box as well. To maintain standardization and continuity of care it is important that the scope is purchased from Karl Storz. The cystoscopes are compatible with this equipment. Using any other company’s scopes would require the purchase of their tower as well. This will impede the continuity of patient care. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
