Product Service Code: J066 – Maintenance, Repair, Rebuild of Equipment-Instruments and Laboratory Equipment Place of Performance: National Institutes of Health Clinical Center 10 Center Drive Building 10, Room TBD Bethesda, MD 20892 POTS: 24-001956 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center, Office of Purchasing and Contracts intend to award a firm-fixed priced sole source to Rees Scientific Corporaton for a one-time service to expand the existing Environmental Monitoring System. The Department of Laboratory Medicine provides laboratory testing for all Clinical Center inpatients and clinic outpatients. This translates to more than 2 million test results per year. It is critical that the Department of Laboratory Medicine maintains an Environmental Monitoring System that meets stringent requirements to minimize the loss of crucial reagents, specimens, and research samples essential to optimal operation. The Department of Laboratory Medicine has a bona fide to expand the existing environmental monitoring system. Due to the criticality of this system, only Rees Scientific authorized technicians are authorized to perform work on their existing systems. Rees Scientific Corporaton is the approved qualified vendor by the Quality Assurance Team. Rees Scientific Corporation is the original equipment manufacturer and the only source that can perform these services due to the proprietary nature of the equipment and software. Rees Scientific Corporaton does not have any third-party service providers. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
