A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) intends to award a firm fixed price to Beckman Coulter, Inc. of Brea, California 92821. The purpose of this acquisition is to purchase a Vi-CELL Meta FLEX, an automated bio analyte analyzer used for analyzing cell culture media. It measures the parameters most important in cell culture including pH, Glucose, Lactate, pCO2, pO2, and electrolytes which greatly impact cell viability. The Meta FLEX analyzer requires very small amount sample (65µL) and returns results in a quick yet accurate way. After being introduced to the system, the sample is passed through a replaceable sensor cassette (#B93030) where all the measurements performed by the Meta FLEX are conducted. All necessary fluids are contained within a replaceable solution pack (#B93029). And the solution pack also contains the solutions required to perform internal quality control and calibrations, as well as a container for waste. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
