A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH) intends to award a firm fixed price software maintenance contract with a base year twelve (12) and four option years to One Lambda Inc. of West Hills, California 91304. The period of performance is from 12/15/2023 to 12/14/2028. The HistoTrac® Database system consists of proprietary software and end user configured tables. It has been modified to meet the specific needs of the National Institutes of Health, Human Leukocyte Antigen (HLA) Laboratory and provides comprehensive management of patient information, test ordering and resulting. The vendor, One Lambda, will provide complete maintenance services, upgrades and training on this system as needed for the period of the contract. These services will allow the HLA Lab to continue to provide the high level of patient care required at the NIH. The proposed vendor, One Lambda Inc. is the only vendor that can service the existing proprietary HistroTrac Database system. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
