Title Lease of two (2) radiometer ABL 837 Flex blood analyzer instruments for the Department of Laboratory Medicine at the NIH Clinical Center Product Service Code: 6640 NAICS Code: 334516 Place of Performance: Bethesda, MD 20892 USA POTS: 24-000056 Description This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) intends to award a firm fixed price contract including and a base and two option years to Radiometer America Inc. of Brea, California 92821.The period of performance is as follows: Base Year: 02/22/2024 to 02/21/2025 Option Year 1: 02/22/2025 to 02/21/2026 Option Year 2: 02/22/2026 to 02/21/2027 The purpose of this acquisition is to lease two ABL 837 Analyzers, reagent kits, quality control material, instrument supplies and services for the chemistry service of the Department of Laboratory Medicine. The Department of Laboratory Medicine provides state-of-the-art laboratory testing in support of Clinical Center patient care and will serve as a center of excellence in research and training in laboratory medicine. The testing performed is critical for monitoring disease status, as well as screening for acceptance into NIH protocols. The clinical research applications place a high demand for analytical accuracy and precision. Reliable, efficient, and cost-effective instrumentation and reagents are critical to the mission of the Department of Laboratory Medicine for patient care. Below are the items needed for this action: Catalog # Description Q519361 Lease, service, and reagent rental Agreement two ABL 837 blood gas analyzers for the NIH Clinical Center Department of Laboratory Medicine The proposed vendor, Radiometer America Inc., is the sole manufacturer of the ABL 837 analyzer. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
