A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) on behalf of the Nursing Department, Clinical Center (CC) at the National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition to John Hopkins University. This will be a firm-fixed price contract for a base period and four (4) options that if exercised, will be at the government’s discretion. Contractor: John Hopkins University 3400 N. Charles Street Baltimore, Maryland 21218-2608 The Clinical Center, Critical Care Medicine Department (CCMD) at certain times may require specialist in neurocritical care to advise and participate in patient care, in some instances, a specialist is also required for emergency consultations. The Critical Care Medicine Department (CCMD) does not have a neurointensivist on its permanent staff, necessitating the need for a contractor to provide emergency, urgent and routine neurocritical care consultation services. Johns Hopkins School of Medicine is currently performing services by providing staffing to CCMD with a neurointensivist to meet the Clinical Center’s staffing shortage. Johns Hopkins is uniquely qualified and the only known institution that can provide NIH with a neurointensive care consultation candidate. The neurointensive care consultation candidate must be onsite within two (2) hours after receiving notification of an emergency. In addition, provide training and didactic services periodically to CCMD staff and other intensive care unit personnel as directed by the Chief or Deputy Chief, CCMD. There are few physicians in the metropolitan DC area that are board certified in neurocritical care, neurology, and critical care medicine and meet the two-hour onsite requirement. John Hopkins Univeristy School of Medicine is the only source capable of meeting the government’s requirement in its entirety. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
