THE CDC HAS IDENTIFIED EXISTING SUPPORT FOR THIS REQUIREMENT* The Centers for Disease Control and Prevention intends to award a SOLE SOURCE JUSTIFICATION for a firm fixed price purchase order to Abbott Molecular. Abbott Molecular will be responsible for providing various reagents and kits for the Abbott m2000 and Alinity m systems used for HIV testing in the National HIV Behavioral Surveillance System . Abbott Molecular is the manufacturer of the Abbott m2000 and Alinity m System which is the latest viral load platform from Abbott that will replace the Abbott m2000 once it goes out of service for continuity of function. Similar to the m2000 the Alinity m is designed with HIV-1 assays for multiple specimen types, e.g., plasma and dried blood spots, both of which are used in the research conducted by the program. Both instruments are key in evaluating alternative options for HIV point of care nucleic acid testing . Reagents and amplification kits are needed to continue ongoing testing on the m2000 and for validation and bridging studies to eventually use only the Alinity m system. Other products are not compatible and not approved for use on the Abbott m2000 and Alinity m systems. Abbott reagent and amplification kits are exclusive for both systems and are the only products FDA-approved for running viral load tests on the systems. Other kits and consumables will not work on either system therfore they cannot be considered. The Abbott m2000 and Alinity m system reagents and amplification kits are only available directly from Abbott Molecular. There are no other vendors who can meet the requirements. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 3406. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
