Currently the department has HD rigid scopes for ENT. The current HD scopes is older technology. The 4k platform will provide better visualization and thus a more optimal surgical outcome. These scopes are used to examine the throat and sinus cavity for ENT surgery and for viewing, diagnosing, and treating. Additionally, the department is requesting the purchase of an additional Cysto Set to support multiple cystoscopy surgeries in a day. The purchase of an additional set will allow the ability to schedule multiple cases in a day. Sterile processing will be moving to B1 requiring more turnover time to process the instrument sets. The proposed vendor, Karl Storz Endoscopy-America Incorporated, is the sole manufacture of the listed equipment. The department currently owns Karl Storz ENT instruments that would be used with the scopes as well as the video equipment compatible with the Storz scopes. Using any other company’s scopes would require the purchase of their instruments that are NOT compatible with these scopes. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
