This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to Rees Scientific, on a sole source basis to provide TEMPERATURE AND HUMIDITY WIRELESS PROBES at the NIH Clinical Center (CC). The Clinical Center requires Cold Temperature Units (CTU), Room Temperature, Room Humidity, and Differential Pressure probe inputs of the environmental monitoring (EM) system, REES software manager system, and Web Browser application systems with the capacity to specifically service and maintain each of the REES Scientific EM systems. Because of the specific instrument training, service certification & access to the latest technical developments, repair procedures knowledge base access, updated instrument schematics database access, software manager applications update access, and planned maintenance procedures of REES Scientific EM Systems, only REES can provide the services. The Software manager, Web Browser application, and EM systems are specifically manufactured by REES Scientific, Inc. No other vendor can provide these software upgrades and updates as the software licenses are only licensed and manufactured by REES Scientific Inc. EM equipment and software that are directly applicable to the environmental monitoring system probe inputs, REES software manager system, and Web Browser application systems which are produced, licensed, and manufacturer by REES Scientific, Inc. As such, no other vendor is capable of providing the Government with the probes. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
