A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to Moor Instruments Incorporation on a sole source basis to provide MOORFLPI-2 speckle contrast imaging system for the Department of Perioperative Medicine in the NIH. The MOORFLPI-2 speckle contrast imaging system from Moor Instruments is the only device that can be used for high-efficiency noncontact in vivo live imaging of vascular perfusion with 785 nm laser technology operating at high image resolution of up to 10?m/pixel, with motorized and computer-controlled 10X variable zoom and automatic focus, perfusion unit range of up to 5000 PU at high precision of +/- 3%, superior signal/noise ratio on 5x5 pixel array speckle, and analog outputs with trigger capabilities. These integrated features and benefits of the instrument are not available in one place and in the same format through any other entity. There is an urgency to obtain the instrument for continuous workflow in the Quezado lab. Moor Instruments Incorporation is the sole manufacturer of this this imaging system. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
