Title: Mission Bio Reagent Kits Product Service Code: 6505- Drugs and Biologicals NAICS Code: 325413- In Vitro Diagnostic Substance Manufacturing ( Place of Performance: Bethesda, MD 20892 POTS: 23-006846 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to Mission Bio, Inc. located in South San Francisco, California 94080-7606 on a sole source basis to provide Reagents Kits capable Tapestri instrument located in the Center for Cellular Engineering (CCE) at the NIH Clinical Center (CC). The Center for Cellular Engineering (CCE) is responsible for the manufacture of human cells and tissue-based products utilized in phase I/II clinical protocols for transplantation, adoptive immunotherapy and gene therapy conducted in the Clinical Center at the NIH. The CCE is starting to investigate differential gene expression and protein expression simultaneously at single cell level by facilitating the reaction on BD Rhapsody single cell analysis system, including Rhapsody scanner and Rhapsody express that we just adopted recently from BD biosciences, as well as single cell genotyping and phenotyping by using Tapestri plateform, to help us develop clinical lot release more efficiency to streamline workflow of CAR T cells manufacturing at CCE and clinical research. The CCE has a requirement for Tapstri sequencing reagent and kit from Mission Bio, the only known source and only source that can provide high quality reagents that are compatible with its Tapestri instrument. Reagents LI/0001-Tapestri Single-Cell DNA + Protein Reagent kit- MB03-0034-Quantity 6 LI/0002-Tapestri Single-Cell DNA Cartridge Kit-MB02-0001-Quantity 6 This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
