Recalibration of three cytometry systems for the Center for Cellular Engineering (CCE) Product Service Code: J066 NAICS Code: 811210 Place of Performance: Bethesda, MD POTS: 23-003941 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to Becton, Dickinson, and Company San Jose, California 95131 on a sole source basis to provide recalibration services to the three flow cytometry systems within the Center for Cellular Engineering (CCE). The three sets of flow cytometry systems, BD FACSMelody Flow Cytometer, FACSCanto II Flow Cytometer and BD FACSCanto Flow Cytometer are unique instruments, proprietary to BD that can help identify clinical engineered cell products for research and development to guide and improve cell product administrated to the patient. Those sets of instruments are needed to generate data that is required for providing guidance to improve immunotherapy efficiency of the cellular therapy product. The proposed vendor, Becton, Dickinson, and Company is the only vendor that provides this service, and the clinically approved platform for reagents, kits, and the respective instruments that may be used for patient care testing for cellular surface marker analysis and tracking immunotherapy efficiency and monitoring side effects on clinical and research cellular products. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
