This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement includes the solicitation package with all attachments under this acquisition for services. This procurement is an open market requirement. It is the intent of the Government to issue a fixed price, requirements type contract. The solicitation number is RFP 23-003190 and is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. This acquisition will be made pursuant to the authority of FAR 13.5 to use simplified acquisition procedures for commercial requirements. The Clinical Center has a requirement for the purchase of the Aerowerks Conveyor Model System. The replacement of this specific equipment is critical due to ergonomic related issues. The Aeroworks conveyor system is the only known equipment that can replace the existing set up. The replacement of the current system was recommended by Ergonomic Specialist. Title The Aerowerks Conveyor System for the Food Service Division of Nutrition Department Product Service Code: 7310 NAICS Code: 332215 Place of Performance: Bethesda, MD 20892 POTS: 23-003190 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to the Gill Group, Inc. 1904 W Parkside LN STE 100 Phoenix, Arizona 85027-1232 on a sole source basis for the procurement of the Aerowerks Conveyor System Model No. TLC needed by the Food Service Division of the Nutrition Department at the NIH Clinical Center (CC). The purpose of this requirement is to acquire the Aerowerks Conveyor system. The conveyor system allows trays to move along a series of stations without requiring staff to pick up every tray. The trays are heavy which result in considerable strains after multiple carries due to the weight of the metal inserted in the Aladdin hot plate system and additional items that are required to keep the food warm. The replacement of the current system was recommended due to ergonomic related issues. The Aeroworks conveyor system is the only known equipment that can replace the existing set up. The Gill Marketing Company is only known distributor of the Aeroworks equipment that can provide the product and installation in the next three months. It is imperative that this procurement is completed timely manner. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
