This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract with a twelve (12) month base year to Qiagen, LLC, Germantown, MD 20874 on a sole source basis to provide DNA isolation kits for the Human Leukocyte Antigen (HLA) Lab at the NIH Clinical Center (CC). The HLA Laboratory provides high- and low-resolution HLA typing for patients at the NIH Clinical Center. These are oftentimes for patients who are critically ill. These kits have been extensively tested by the HLA Lab to provide the highest quality DNA samples to be used in downstream testing. The proprietary Qiagen DNA isolation kits must be used by the HLA Lab because the existing instrumentation currently in use within the lab can only utilize these kits. The instrumentation and kits have been Quality Control tested by the HLA Lab and have proven to provide the high-quality DNA required for the Next Generation Sequencing (NGS) testing required by the CC clinicians. If a different product were used, it could dramatically affect the turnaround time for the HLA typing result, delaying potentially life-saving transplants. Therefore, it is in the best interest of the Government to procure the Qiagen DNA isolation kits. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
