Justification for an exception to fair opportunity The purpose of this acquisition is to implement a Public Education and Outreach Campaign across the Federally-facilitated Marketplace (FFM) states that have elected to not establish a State-based Marketplace (SBM) to reach those who are eligible for a Special Enrollment Period (SEP). A SEP is a time outside the yearly Open Enrollment Period when individuals can sign up for health insurance.
