The Centers for Disease Control and Prevention (CDC) intends to award a single award blanket purchase agreement for the purchase of panels with a base year period of performance plus four option periods for preparation, packaging and distribution of Challenge Panels (CP) to Laboratory Response Network (LRN) member laboratories. Production of samples for CP Challenges involves the spiking of designated environmental or clinical matrices with potential biothreat or emerging infectious agents, including bacteria, viruses, and toxins. Each Challenge Panel contains no more than five samples and production of as many as 200 panels may be required for a CP Challenge. Each panel may contain up to 3 agents. In addition, twenty percent of the panels produced must be stored by the vendor for shipment as remediation up to 6 months after the initial CP Challenge. Vendor is responsible for shipping challenge panels to participating laboratories as directed by individual delivery orders issued under this BPA. This contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.500(a) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. TOhis notice of intent is not a request for competitive quotations; however, all responses received within fifteen (15) days of the issuance of this notice will be reviewed by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discrtetion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
