The National Institutes of Health (NIH) intends to award a fixed priced purchase order on a sole source basis to Breakaway, LTD, Hunt Valley, MD 21031-8621 to provide and maintenance and support for Treasure Tour, a free phone, tablet and web-based game application. Developed by the Clinical Center Office of Communications and Media Relations, the Pediatric Oncology Branch's Center for Cancer Research in the National Cancer Institute, the Clinical Center’s Pediatric Care Committee, the Department of Clinical Research Informatics, The Children's Inn, and other stakeholders. Breakaway LTD is the original software developer and existing server host. Currently, there are around 1,600 clinical research studies in progress at the NIH Clinical Center. Of those research protocols, 35% include children and 14 NIH Institutes admit children as a part of their research and treatment. In 2021, pediatric patients accounted for about 10% of the Clinical Center's patient activity with that number expected to grow in coming years. The app is aimed at children, teens and their families to better help them understand the layout of the hospital, the programs and services offered onsite and the procedures and tests patients might undergo. Since this game is aimed at a young audience, the application was developed with a focus on protecting users' privacy. Treasure Tour was designed to be a single-player game, so children aren't in a game environment with strangers. No personally identifiable information is gathered during play, and the app does not track the user's geo-location or use their social media in any way. There is an operational and mission essential need to continue with the existing developer of the application as the NIH Clinical Center needs continuity with the vendor who developed the application to ensure it continual operation. As currently configured, new developers would not be able to execute all of the applications, maintain data reports and sustain the dashboard for the application’s modules due to specialized functionality as they are not the original developers of the software application. The incumbent is the only vendor with current coding developed within the host server. As currently configured, new developers would not be able to execute all of the applications developed and would have to re-write code, introducing the potential for errors and downtime for the hospital’s application which is live and in current use. Additionally, having a new vendor write additional code to support the software would introduce another expense for an already created software, which would not be in the interests of the government. This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The total dollar value of this purchase order shall not exceed the SAT at $250,000.00. Each response should include the following Business Information: a. DUNS. b.
