This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and solicitation for commercial Items,” as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is 22-009480 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06, May, 2022. The North American Industry Classification System (NAICS) code for this procurement is 611710, Educational Support Services. The requirement is being competed with a brand name restriction, and without a small business set-aside. This solicitation is to procure Infosec Skills Team. The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. By submitting an offer in response to this RFQ, confirms acceptance that the government terms and conditions will prevail over the award. The National Institute of Health (NIH), Clinical Center (CC), intends to solicit a quote and enter into firm-fixed price for Infosec Skills Team, with InfoSec Institute, Inc. The InfoSec Institute skills team training platform allows management to gauge areas of cybersecurity weakness in staff knowledge. Based on the results, the system will develop an individualized learning plan for staff members that will reinforce areas of weakness. Training is available on demand and can be taken at any time of day. The training platform includes access to over 700+ courses including hands on labs and challenges that reinforce concepts and ideas presented. By utilizing a learning platform that identifies weaknesses based on job function, the CC can identify and target areas of weakness for staff and develop the technical competency of existing staff members. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
