This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract with one (1) twelve-month base year to Karl Storz Endoscopy-America, Inc. (Karl Storz), El Segundo, California 90245 on a sole source basis to provide an emergency mobile cart to the Department of Peri-operative Medicine (DPM) at the NIH Clinical Center (CC). DPM is procuring an emergency mobile cart for the Urology Surgery surgeons. The emergency cart is required to support patients that need to have an urgent procedure after hours or outside of Operating Room 3. The DPM currently owns Karl Storz instruments and video equipment compatible with the Storz scopes. Using any other company’s emergency mobile cart would require the purchase of their tower of equipment and flexible scopes. Also, there are supplies associated with the cart that is currently on hand within DPM. The cart that is being purchased is compatible with the equipment that is are already owned by DPM. Therefore, purchasing any other cart will require the purchase of the scopes and corresponding equipment. In addition, there are supplies associated with the cart that is currently on hand within the department. In order to maintain standardization and continuity of care it is important and in the best interest of the government that the emergency mobile cart be purchased from Karl Storz. There is no other known company on the market that can sell an emergency mobile cart that is compatible with the Karl Storz scopes and equipment currently located within the DPM. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Kerry-Ann Chisholm, Contract Specialist, kerry-ann.chisholm@nih.gov by the due date and time marked in this notice.
