This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH) intends to award a fixed price purchase order for one (1) year delivery to Beckman Coulter, Inc., Brea, California, 92821 on a sole source basis to supply various Vi-CELL BLU and MetaFlex Reagents and supplies to the Center for Cellular Engineering (CCE) at the NIH Clinical Center (CC). The CCE is responsible for the manufacturing of human cells and tissue-based products utilized in phase I/II clinical protocols for transplantation, adoptive immunotherapy, and gene therapy conducted in the CC at the NIH. Cell processing procedures are tailored to each of the 30 or more different patient-care supported clinical research protocols. The Vi-Cell BLU and Vi-Cell MetaFlex Analyzer, located in the CCE lab, along with the Vi-Cell BLU and Vi-Cell MetaFlex Reagent and Solution Packs are used to perform cell viability testing and metabolic parameter measurement for clinical CAR-T cell products and other cell products of lot-released assays in the CCE. Beckman Coulter is the only vendor able to provide the products that are compatible with the CCE’s existing Vi-Cell BLUE and MetaFlex Analyzer instruments. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
