The due date and time have nto been extended. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The solicitation HHSN-22-000718 for this acquisition is being issued using as a Request for Quotations (RFQ) simplified acquisition procedures under the authority of FAR 13.5 Test Program for Certain Commercial Items. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04 effective 30 January 2022. The associated North American Industrial Classification System (NAICS) code for this procurement is 611710 with a small business size standard of $16.5 million dollars. The acquisition will be processed as a fixed price requirement and 100% set aside for Small Businesses. Responses are due by 12:00 PM 03 March 2022. The National Institute of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC), has a requirement for a secure, multifunctional, flexible, and end-user friendly, electronic information management system designed to effectively and efficiently permit training NIH Graduate Medical Education (GME) training programs. The Government anticipates awarding a Purchase Order (PO) to include a 12 month Base Period and Four (4) 12-month Option Periods. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at https://www.sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in SAM at https://www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the System for Award Management will make an offeror ineligible for award.] Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, with its offer.
