SOURCES SOUGHT NOTICE National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) INTRODUCTION The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) is issuing this Sources Sought Notice as a means of conducting Market Research to identify parties having an interest in and the resources to support the requirement for an orthopedist. PLACE OF PERFORMANCE All work shall be performed at the NIH CC located at 10 Center Drive, Bethesda, MD 20814. The Government reserves the right to change the location of the work site if necessary. PERIOD OF PERFORMANCE The estimated Period of Performance (PoP) consists of one (1) twelve (12) month Base Period, which will consist of a one (1) month phase-in period and eleven (11) months at full performance; and four (4) twelve (12) month Option Periods. FAR 52.217-8, Option to Extend Services, will be included and shall not exceed one hundred and eighty (180) Calendar Days. It is anticipated to be a late FY2021 award. Not responding to this notice does not preclude participation in any future Request for Quote (RFQ), Invitation for Bid (IFB), Request for Proposal (RFP), if any issued. If a Solicitation is released, it will be released via the Government-Wide Point of Entry (GPE). It is the responsibility of potential Offerors to monitor the GPE for additional information pertaining to this requirement. BACKGROUND This position is located in the Clinical Center (CC), National Institutes of Health (NIH). The CC is the clinical research facility of the NIH. As a national resource, it provides the protocol-specific patient care, services, training and environment needed to initiate and support the clinical research sponsored by the individual NIH Institutes. The CC employs approximately 2,000 employees, across 30 different departments. The Clinical Center Complex consists of 3.5 million square feet in three congruent buildings on the NIH campus and off campus lease space. It is a complex environment which consists of biomedical research laboratories, a 200-bed clinical research hospital, 90 day hospital stations, outpatient clinics, diagnostic and treatment areas, animal care and public waiting areas. Contractor will provide Routine, Urgent and Emergent Orthopedic care as determined by the attending physician. Services rendered will be on a 24/7 basis. The contractor will discuss the case with the physician and will provide follow-up that meets patient care requirements. Such care may be provided on-site or, (in instances in which transport of the patient is appropriate), may be provided in a nearby clinic or office setting. Deliverables The vendor will perform all consultative services onsite and work at the direction of the patient’s NIH attending physician. The orthopedic contractor will discuss the case with the physician and is expected to respond within two hours of notification. If surgery is required, the preferred location for surgery is within the designated operating suites and clinics in the NIH Clinical Center. However, if the surgery is beyond the capabilities of the NIH, surgery can be performed at a hospital that has the necessary orthopedics equipment and supplies to promote patient safety. If the patient requires urgent surgery, the attending physician will discuss the case with the Orthopedic Contractor and the NIH anesthesiologist on call to see if the surgery can be performed at the Clinical Center. If the procedure cannot be performed safely at the NIH, the contractor will coordinate with the attending physician to arrange for the transfer of the patient to a nearby hospital where the contractor has privileges for surgery. Surgical patients will also be seen by the orthopedic contractor for a medically appropriate number (minimum of one visit) of outpatient visits to assess post-surgical progress. Follow-up care for postoperative patients will meet the community standard for the provision of orthopedics care. Requirements The contractor must be a skilled orthopedics Board Certified Orthopedic Surgeon with at least five years post-residency experience. Must have familiarity with orthopedic oncologic procedures as well as experience performing procedures on pediatric patients who have genetically determined skeletal disease or bone dysplasia. The contractor will be a licensed in a state, territory or commonwealth of the United States or District of Columbia. The contractor shall be board certified in Orthopedic Surgery. The contractor will provide personal medical liability insurance at the standard $1 million per claim/$3M aggregate. The contractor shall indemnify the Government for any liability producing act or omission by the contractor during the contract performance. Contractors shall not be considered at any time employees of the Federal Government for any purpose. The contractor shall comply with all hospital policies and requirements established by the Joint Commission on the Accreditation of Healthcare Organizations. http://www.jointcommission.org/ The contractor must provide necessary credentialing documents and references for privileges in the Clinical Center. The contractor must provide proof of a negative TB test, and documentation of Hepatitis B vaccination before reporting to work at the Clinical Center. REQUIRED CAPABILITIES The Contractor shall provide all personnel, equipment, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary in support of the areas specified in the Program Background (above). ELIGIBLITY In accordance with FAR 19.502-2, a Total Small Business Set-Aside is being considered for this requirement. The North American Industry Classification System (NAICS) Code contemplated for this project is 621111 with a size standard of , which includes corresponding index entries such as Photography Services, Video Photography Services, Portrait Photography Services, etc. The NAICS code size standard for 621111 is $12.0 million in annual receipts to be considered a Small Business. However, Respondents may identify other potential NAICS Codes and the reasoning to support the recommendation. This Sources Sought Notice is not intended to discourage competition from any business interested in this requirement. Since the current capabilities must be confirmed, all eligible businesses are encouraged to respond. The Government is not obligated and will not pay for any information received from potential sources as a result of this Sources Sought Notice. Potential Offerors must be registered in the System for Award Management (SAM) in order to conduct business with the Federal Government. The registration process is free, but does take time and effort on behalf of a firm to complete. Interested parties are encouraged to start the registration process early so the firm can be considered for award.
